Turkey(under the leadership of Ataturk) managed to change Treaty of Sèvres to Treaty of Lausanne, which is not as harsh. Was there similar movements in other Central Power? If not, why not? If so, why did they not succeed?

During WW2, the Germans were inventing many different super weapons that were never completed (The Ratte super tank for example). If any of these had been completed, would they have turned the tide of battle drastically?
